THEFT: John Phillip Eyer, 19, of Orrstown, was arrested for allegedly stealing from Target, 913 Norland Ave., on July 9. Chambersburg Police said an investigation determined that Eyer took three Target gift cards and loaded money onto each of them without reimbursing the store.
